Situated Competence … isn’t all competence situated?

The short answer is yes. Competence is, of course situated in context! However, how we usually define competencies is context free. And there is a very reasonable argument as to why – we can’t possibly describe all the various contexts that could impact competent performance.

But when assessing competence, we naturally situate the performance in context. In practice, it is challenging to separate the technical performance from the context. I argue that we are doing everyone a disservice when we separate the two.
